Fedco Sanitary Sewer Improvements


NOTICE IS HEREBY GIVEN, that Fulton County, Indiana, by and through its County Commissioners hereinafter referred to as the Owner, will receive sealed proposals for the FEDCO Sanitary Sewer Improvements Project which will consist of the following improvements:

Installation of approximately 3,990 LF of 8" and 10" sanitary sewers; two lift stations, valve vault, 1,250 LF of 6" and 8" directionally drilled and open cut force main and all related appurtenances.

Proposals may be sent by mail or delivery services for which receipt by Owner is documented in care of the Fulton County Commissioners, 125 E. 9th Street, Rochester, IN 46975 or delivered in person to the bid opening and will be considered by the Owner at a public meeting called to receive such proposals, provided the same shall have been received no later than 5:00, local prevailing time, on August 19, 2013, at 125 E. 9th Street, Rochester, IN 46975. Bids will be publicly opened and read aloud at 6:00 pm, local prevailing time, on August 19, 2013, at Fulton County Office Building, County Commissioners Chamber, 125 E. 9th Street, Rochester, IN 46975. Proposals received after the bid opening process has begun will be returned unopened.

The work to be performed and the proposals to be submitted, including any and all separate and combination proposals, shall include sufficient and proper sums for all General, Construction, Mechanical, Electrical, Installation, Labor, Materials Tools, Equipment, Taxes (both federal and state), Permits, Licenses, Insurance, Service Costs, and so forth, incident to and required for the construction of the facilities.

All materials furnished and labor performed incident to and required for the proper and satisfactory execution of the contracts shall be furnished and performed in accordance with the requirements of the contact documents as defined in the General Conditions of the Construction Contract, and any addenda thereto, prepared by the Engineer. Said Bid Documents are on file at the following locations; (1) Owner's Engineer, Commonwealth Engineering, contact person Mark Downey, 7256 Company Dr., Indianapolis, IN 46237, Phone: 317-888-1177, and (2) Owner's Representative, Fulton County Economic Development Corporation, contact person Terry Lee, 822 Main Street, Rochester, IN 46975, phone number: Phone: 574-223-3326.

One (1) copy of each of the drawings, project manual, and bidding documents may be obtained from the Engineer upon receipt of a check payable to Commonwealth Engineers, Inc., in the following amount: $100.00 per set.

Each proposal must be enclosed in a sealed envelope bearing the title of the project and the name and address of the bidder.

Each Bid shall be accompanied by a Certified Check or acceptable Bidder's Bond made payable to the Owner, in a sum of not less than five percent (5%) of the total amount of the highest aggregate proposal, which check or bond will be held by the Owner as evidence that the Bidder will, if awarded a contract or contracts, enter into the same with the Owner upon notification from him to do so within ten (10) days of said notification.

Proposals shall be properly and completely executed on (1) Bid form provided by the Engineer and (2) Form No. 96 Contractor's Bid for Public Works (current Revision), provided by and executed by the Bidder, which contains the Non-Collusion Affidavit, all as required by statute.

No consideration for escalation on prices can be considered, and, therefore, contractors are advised to no include any such escalation in their proposals by the U.S. Department of Labor as being in effect at the time of the Bid.

To ensure equal employment opportunity bidders will be required to comply with Executive Order No. 11246 as amended, including specifically the provisions of the equal opportunity clause set forth in the supplemental General Conditions.

A Pre-Bid Conference will be held at 10:00 am, Local Time on August 7, 2013, at the Fulton County Office Building, County Commissioners Chamber, 125 E. 9th Street, Rochester, In 46975.
